Homeschooling is legal in North Carolina, and the requirements are more straightforward than you might think! State law establishes a few basic responsibilities for homeschool families while giving parents considerable freedom to choose how, when, and what their children learn.
Whether you’re just getting started or have been homeschooling for years, NCHE is here to help you understand the law, meet your responsibilities, and homeschool with confidence and joy.
What Does North Carolina Law Say?
North Carolina’s homeschool law is found in Article 39, Chapter 115C of the North Carolina General Statutes. It recognizes homeschooling as a legal means of meeting the state’s compulsory education requirements.
Under the law, a homeschool is a nonpublic school consisting of children from no more than two families or households. Parents or legal guardians determine the scope and sequence of instruction, provide academic instruction, and choose any additional sources of instruction.
In other words, parents are responsible for directing their children’s education, with the freedom to select the curriculum, teaching methods, and learning experiences that best meet their needs.
What Is Required to Homeschool in NC?
North Carolina law establishes several requirements for operating a homeschool. Here’s what every homeschool parent needs to know.
Freedom as a Homeschool Parent
The Law Sets the Requirements. You Shape the Education.
One of the greatest advantages of homeschooling in North Carolina is the freedom to create an education that fits your child. While the state establishes basic legal requirements, parents make the important day-to-day educational decisions.
North Carolina homeschool families have the freedom to:
-
Choose their curriculum. Select the books, programs, and educational resources that best serve their children.
-
Determine what and how to teach. Establish the scope and sequence of instruction and use teaching methods suited to each student’s learning style.
-
Create a flexible schedule. Arrange school days, breaks, and learning activities around family needs while meeting the legal requirements.
-
Learn in a variety of settings. Incorporate field trips, co-ops, online courses, tutors, and hands-on experiences.
-
Adapt instruction. Adjust the pace and approach to accommodate individual strengths, interests, and learning challenges.
North Carolina does not require homeschool families to follow the public school curriculum or obtain state approval of their chosen instructional materials.
Who Oversees Homeschooling in North Carolina?
Homeschools are administered through the North Carolina Division of Non-Public Education (DNPE), part of the North Carolina Department of Administration.
DNPE is responsible for homeschool registration and oversight of the applicable legal requirements. It is separate from the North Carolina Department of Public Instruction, which oversees public education.
NCHE is an independent nonprofit organization. We do not register or regulate homeschools, but we help families understand the law, access resources, and protect homeschool freedom.
